Is there a way to actually gain security clearance? Whenever I finish a game it just tells me to 'keep it up and I will eventually gain clearance'. Do I just have to win as every character?
When Martan congratulates you after solving the case and says about gained "security clearance for the station" is that code for finally getting his kit off? XD

No, that's just something he says. But after winning a certain number of games, the characters... get more comfortable...
